Toys: The mystery about the Wave 1 Robin figures

One thing I’ve always wondered about with the Kenner Action Figure line for Batman Forever was their Robin figures. On the back of the packages, the figures had a slightly different design. Were these just photos of a prototype – before Chris O’Donnell was cast – or were these figures part of the first wave? If anyone can shed some light, let me know in the comments below.
